Proposition 19 is a Constitutional amendment passed by California voters in November 2020. Its main purpose was to make changes to property tax laws in California. Homeowners who are over 55 years old, disabled, or victims of natural disasters can use Prop 19 to transfer their existing property taxes to a new replacement home up to three times. They can move to a different or more expensive home without paying higher property taxes.

Yes. Under Prop 19, eligible homeowners can move anywhere within California and still transfer their current property tax base to their new home. This is a major change from previous law, which limited tax transfers to certain counties. Now, homeowners can relocate freely across the state without losing their low property tax assessment.
No — but there’s a catch. If the replacement home costs the same or less than your original home, your property tax base stays exactly the same. If the new home costs more than the one you sold, you’ll pay your old property tax rate plus the difference in price. For example, if your old home was worth $1M and you buy a $1.2M home, your assessed value will increase by $200K — not the full $1.2M.
Tax savings from Prop 19 can be tens of thousands of dollars per year, depending on your original property tax basis and the price of your new home. Many longtime homeowners have low tax assessments that are far below current market rates. By transferring your base, you could avoid steep increases that would otherwise come with purchasing a new home — especially in high-cost areas like the Bay Area.
